Is it possible to set the computer to email only (no browsing)?

I have a friend who asked me to buy a computer for his sister-in-law (she is a special needs person) who is in a residential special education school system https://www.heartspring.org/. They would like for her to have email only capabilities on the computer, no Internet browsing. I have heard of companies that sell that service, but is it possible to set your computer that way through firewall, protocols, etc? I've done some networking stuff, but never been this involved.

You could set software restrictions that prevent you running a browser and then fire up an email program, but email programs often allow internet access.
Alternatively, block all internet ports on the PC except the ones for SMTP / POP / MAPI. Again, you need a dedicated email program because webmail won't work without http/s.

As it's a new PC a much easier method would be Parental Controls.
