Another sign the Control Panel may be on its way out of Windows 10
In the latest Insider Build, the Control Panel is no longer listed in the Power Users menu accessed via right click on the Start icon or via Ctrl + x. You can still reach it via the search bar.

I have brought Control Panel out as a desktop icon via the Desktop Icon Settings pane.
I hope this will still be possible in the future...BATcher

Optionally, open the Control Panel. The Control Panel button will be displayed on the Taskbar. Right-click on it and select Pin this Program to Taskbar.

At the risk of being thought of as too snide and curmudgeonly, IMO the Control Panel was just too clear, too efficient, too consistent and too well laid out.... hence was never going to survive within successive iterations of Win 10's assault on a previously successful GUI, i.e. Win 7.
