    Installing .Net 4

I have just re-installed Win 7 Pro and asked for activation. The activation program said it could not run becuse it needed the .net framework 4. I downloaded this and tried to install it (several times) and repeatedly it verifies all files and then just hangs with the message 'Installing .NET Framewwork 4 Client Profile. After anything from 5 to 15 minutes it stops withe error 652 'cannot proceed because another installation is running.'
I have tried turning off the Windows Updating Service and rebooting the system but with no avail. I searched the web and it seems errors of many sorts are very common with .net 4.
Since I need to activate my new install and since that requires .net 4 can someone please come up with a solution - and not that provided by Microsoft of uninstalling all .nets and then reinstalling them again in the correct order!!
    Here's hoping!

AS a follow-up. If .net 4 is problematical would installing 4.5 or higher solve the problem?

    That's what I would try.

Have you tried the install in a clean boot with all Startup items and non-Microsoft services disabled in msconfig ?

I found that my Kapersky Security was also asking for .net 4 and, checking on my desktop, found that it was running there on.net 4.6.1 so I downloaded it and tried to install the Windows Activation Update but it just never completed but gave no error messages unless I stopped it through Task Manager. Eventually I tried to activate online but found the message 'Windows Activated' although I have no idea how or when it occurred.

I've never known any installs of Windows 7 to require additional software in order to activate.
