Using VLookup - Referencing more than 1 column

I want to use the v-lookup function. There are 2 columns with lookup values that yield the same results. But the problem is that some of the columns have null values. How can I say.."if column is A is null, go to column B", then combine it with the V-lookup function? I've attached a spreadsheet for reference.

Thank you kindly, for any assistance.
