    Cannot create new account

    On one of my Windows 10 computers, I can no more create a user account.
    I can step through Parameters/Accounts etc. or run netplwiz. The new account shows up on the logon screen, but trying to logon blocks on "User Profile Service service failed the logon. User profile cannot be loaded."
    No new account shows up in HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList, no new directory is created in C:\Users\. I thus can't try the techniques that show manipulating HKLM\…\ProfileList. I tried hxxp://download.microsoft.com/…/microsoftaccounts.diagcab, but it didn't help.
    I wonder if there is some other way to recuperate the behavior, other than reinstalling Windows.

    What do these commands report when run from a Command Prompt (Admin) -

    dism /online /cleanup-image /startcomponentcleanup

    dism /online /cleanup-image /restorehealth

    sfc /scannow

    My problem is I cannot log into any new account; this article describles how to copy data from a corrupt account to a newly created one.

    When you press CTRL+ALT+DEL and use the Switch user option - any joy ?

    I eventually found a fix: the C:\Users\Default\ directory was no more usable for creating a new user-directory; I could fix this by copying from another Windows 10 computer. Hint found on hxxp://www.winhelponline.com/blog/fix-user-profile-service-failed-logon-new-user-profile-error-windows-7 and hxxp://www.expertreviews.co.uk/software/8070/how-to-fix-a-windows-vista-7-or-10-corrupt-user-profile-the-user-profile-service.

    Easy in fact, but the message from Windows is not informative enough and doesn't give a clue.

    And about searching on Internet: the information you find depends very much on the actual keywords used. With some keywords you find some articles, which look much alike; with other keywords, other article.

    As per the issue description you are willing to create new user profile but could not do that. For creating new user profile you should be logged in as an Administrator. Here are the steps which might help you to create new user profile.

    Press Windows key + R

    Type control userpasswords2 and click OK

    Click on add under users tab

    Click the option, "Sign-in without a Microsoft account

    Click on Local account

    Choose a name for the account

    Add password if you want to

    Apply and click OK.
