Did you click the "Clean Up System files" button after Disk Cleanup first scans the PC?

Not sure if this method to run Extended Disk Cleanup will work in Win 10 but you could give it a go -

It gives you a lot more options and the Volume Shadow Copies are the usual suspects for taking up disk space.

If you have System Protection (i.e. restore points) turned on check the settings for how much disk space you allow to be used.

You may also want to use a tool such as WizTree to see what is using consuming your disk space.

That is the same as using the "Clean UP system files" button.
