Notification pops up behind active windows (XP SP-1)

I'm running Office XP on a Windows XP Professional box (just installed everything from scratch last Monday). I'm running Outlook in Corp/Workgroup mode (w/ exchange server), and I have Outlook's email notification turned on. Whenever I get a new mail message, the notification message pops up behind whatever I'm working on. The notification pops up a new flashing blue Outlook item on the taskbar (see attached picture), but I have to notice the flashing item and click on it in order to bring up the "New Mail has arrived. Would you like to read it now?" message.

Does anyone know if this is a known-but-not-easily-found issue? Any ideas on how to fix it?

Thanks,
Becky

most people complain because it pops up, takes focus and interupts their typing. are you using tweakui or something that controls windows taking focus? I'm pretty sure that the window will take focus unless you use a utility to disable it. (i do, because it does interupt my work)

I also personally prefer the pop up box to pop up behind my work, but I am testing Office and Windows XP on a work box for possible future deployment, so my opinion doesn't mean much. I have to do everything within my power to make Windows and Office XP behave just like Windows NT and Office 2000.

To my knowledge, the only thing installed on the machine that even touches Outlook is a DOCS Open Outlook integration thing. I've got one more machine to install Windows and Office XP on...I'll test a new email to that box with only Windows and Office XP installed (before I even try installing anything else). I was just wonderin' if anyone else had seen that.

FYI-
I installed Windows XP and Office XP with all of their required service packs, then tested the pop up reminder. Nothing other than Windows or Office was installed on the machine at the time of this test. The pop up reminders are still popping "under" the active window...perhaps Microsoft finally "fixed" the old annoying behavior!
