I have a new PC running WinXP Pro. When I tried to transfer my OE stuff from my old PC the OE in the new PC got screwed up and will not work (error msg: "The Address Book failed to load. Outlook Express is incorrectly configured, please re-install."). However, my attempt to re-install IE/OE from the Internet to get back to the initial conditions did not help. The IE Setup program downloaded OK but when I ran it it only downloaded a tiny bit of data (few hundred bytes!) and then said it was finished. The status of OE hasn't changed.

I really could use some advice on how to recover. Do I have to format my hard drive and start from scratch?
