1a. Move mouse pointer to the left side of the toolbar (that looks like || )
1b. Click and hold left mouse button, drag the bar where you want.
1c. Drop the bar. Floating toolbar is created.

    2. From Start menu, go to Programs | Microsoft Office Tools | Microsoft Office Shortcut Bar. Click it and after Shortcut Bar is created, move it similar to 1a - 1c.

Any of the toolbars can become a floating toolbar quite easily. All you have to do is drag it from the position it's presently in and drop it somewhere else on the screen.
