    Sending jpgs

I've been running XP for a bit and for the most part, happy. Recently, I have contacted some old military friends and we are attempting to exchange photos. I can scan them (the photos) into my compter fine, I save them as jpeg files. I then attach them to the email to my friends. Sometimes they arrive as jpegs and all is well. Other times, Outlook changes them into "Winmail.dat" files, which can't be opened. ??? What is the rhyme or reason behind this? What are Winmail.dat files and where do they come from? Where is the key or control that will make my jpegs mail as jpegs and arrive as jpegs - ALWAYS - unless I determine otherwise.

Yes, I have Office 2000 on my XP (if it matters). I have not - to my knowledge - ran into this problem before.
My scanner and program is from Microtech
