Password Protect a Whole Folder (Windows 98)

Is it possible to protect a folder from being opened without a password? I know how & do password protect files from being opened on a network but what about the whole folder? I also know how to hide a folder but that is not what I want to do.
    Thanks!

If this is a folder on a Windows 98 drive, I don't think there is a way built in to Windows. There probably are third party utilities that do it, but if they encrypt the contents of the folder, you become totally dependent on them.
