Unless someone has an enterprising hack that will do it, you'd need to run third-party software to "skin" your taskbar, such as WindowBlinds. Depending upon your system resources, doing so could slow things to a crawl. As a sidenote I run WindowBlinds Enhanced on several different machines, and as long as the video card is somewhat modern it's a non-issue - although some complex skins will slow even the fastest machine noticealy.

Are you talking about desktop wallpaper, or some kind of "skin" for IE6? What is the "Toolbar wallpaper Tool?"
There is a Power Toy for Internet Explorer that allows you to change the background image oif the Internet Explorer toolbar. It also affects Windows Explorer when you change the image, or assign one. The same can be accomplished with a registry hack for those less inclined.... <img src=/S/grin.gif border=0 alt=grin width=15 height=15>
