Button: Hidden Inactive Icons Go away (XP)

This tiny button in the tray bar has gone even if the option Hide Inactive Icons is checked in the task bar properties.
    Any idea?

I know that after a reboot, it doesn't appear for a short while, until some preset timer has determined that the icons are not being used. Perhaps none of them fall into that category?

I have my computer set up to hide all buttons whether used or not. Right click the task bar and choose Properties. If you look to the right of the box to hide icons you will see a customize button. You can set this up as you please. I only show my Virus button because I always want to know it is working. It is always showing all other are always hidden.
