Access XP will NOT convert back to 97 (XP)

I am trying to convert an Access Database back to 97 version from 2000 version using ACCESS XP
When I try to do so,, it says that it cannot do this because a necessary library file is missing.
Typical Microsoft help it doesn't actually name the library file.

I have tried repairing the office installation and removing and re-installing it but it makes no difference.

Anyone know what library file it is and how to put it back?
The problem on the 97 Conversions (from any database) seems to involve its inability to recognize
    CurrentDB or DBEngine(0)(0)
However, this is only in the conversion, it is fine if running under Access XP.

This might be a references problem. Open a module or go into de######, then from menu bar select Tools | References. See if the Microsoft DAO library is checked. If not, then check it. Also, see if any of the checked references are listed as "missing".

    Sorry, that's not the problem.
All the references are fine and it works in Access XP.
The problem occurs when you try to convert it back to a previous version.
That is when the missing library message occurs.

The rest of the time it's fine, and the DAO library is referenced correctly.

Are you getting the message during the conversion or after the conversion when you try to open the database?

    During the Conversion.
I know that I can take the file to another PC with ACCESS 97 and
    fix any issues there.
However, it ought to work immediately, and used to. Now it doesn't, so something has gone missing or been damaged. If I can track it down, then I can fix it. Probably!
