    Locking Table (Access 2000)

Is there a way to prevent someone from importing or linking to tables in a database without the use of Access secrity.

So far as I know, no.
If it is not secured, the admin user is always present and he have all the permissions.

Are you asking how to secure a database without using Access security or how to keep a user from bypassing Access security? If the former, see Francois's reply. If you're asking the latter, you strip all permissions from the ADMIN user for that database. You can't actually delete the ADMIN user, but you can remove all their permissions so that if someone logs on as ADMIN using an unsecured MDW file, they still have no permissions.
