    Client logon doesn't ask for logon

    What could cause a computer, running Win 98 SE with the network setting set at 'Client for Microsoft Network' completely bypass the logon during reboot and just start up. (not in network). Once it is running, I can Logoff and it will come up with the login window which works. The problem is that almost anyone may end up rebooting this computer and won't follow instructuions even if they are posted. I just need to make it work, not a work-around.
