Activation with multiple licenses (Windows XP)

It was my understanding that when you had volume licensing that XP would not require activation. I just received the MIcrosoft ActionPack which includes 5 licences for Windows XP. When I installed it on a PC to start doing some evaluation for work, it asked to be activated. How do I now install on a second machine if my CD key is already activated?

action packs are not true volume licenses, they are like the msdn copies. The key is coded to allow 5 installs on 5 different machines.
