Need help in structuring a text file (VB 6 or VS 6)

I am in need of some serious hand holding here. I am working on this project, and though conceptually I know what needs to be done, I am spending too much time working on that concept with out any major coding effort.

I need to finish this school web site project, and I need to know how to structure the text file that will be read via VB into some controls on a form and then the user will interact with that form.

Basically it needs to fill a couple of drop downs:

    1) DropDown 1 For the State When the User chooses from the list DropDown 2 is populated depending on the state picked.
    2) DropDown 2 for the County When the User chooses from the list DropDown 3 is populated depending on the county picked.
    3) DropDown 3 for School District When the User chooses from the list ListBox 1 is populated depending on the school district picked.
    4) A listbox for all the schools that have web sites.

So I am thinking a comma delimited text file with the structure as follows:

Col 1 is a Sequencial 4-digit plus 6-digit time stamp something like 0001020422
Col 2 is All The states
Col 3 is All the Counties in each state
Col 4 is all the School Districts in each of the Counties
Col 5 is the school name
Col 6 is the URL for their web site
Col 7 is the Web master.

VB will read this text file and place cols 2 through 4 in the dropdowns and then the listbox will have column 5 and 6 and a text label will have column 7.

    What do you think here?

    Thanks a million in advance.

    When is this due??

I have not been following the evolution of this project. Is there a reason you need to use a text file, rather than, say, a database file? The advantage of use, say, an MDB file is that you can limit the amount of duplication of data; the way you are proposing to set up your CSV file, how will you quickly extract a list of all the states? (Actually, I think there is a way to do this by accessing your CSV file with ADO, but any typo in a state name will lead to silly results.)

In a database, you can fairly readily create separate tables for each set of entities:

    <table border=1><td>States</td><td>Counties</td><td>Districts</td><td>Schools</td><td><tr><td>StateCode
    StateName
