Net Folder over Internet (Win 98)

Have been using shared folders in Outlook 2000 over peer to peer successfully (CW). Want to start using Netfolders over internet. Subscription being sent OK, being accepted, then new subscriber gets Email saying no longer no longer will be getting update and member is automatically dropped from list. Any ideas what is wrong?
