    This sounds like too many tables -- most of the parts of any particular record are the same, whether a Request, an Offer or an Order. We do essentially the same thing, and we have one table ("Proposals").
    Each record would have all the details about the Request and Requestor, then when an Offer is made, you can populate the Offer_Date field and perhaps change the Status to "Offer". When it becomes an Order you can populate the Order_Date and Order_Number fields, and update the Status to "Order".

    Then, if you want to track completed orders -- what we call Installations -- you can use an append query to add that as a new record in a different table (something like "customer_installed_items").
