USER FILL IN TEMPLATES? (WORD 97/2000)

I have a question that hopefully has an easy answer. I am attempting to make a form/template that allows the user to fill in the "answers" electronically. Initially I had underline marking the "fill-in" areas. Now when people go to type it changes the format/look/appeal of the document. Can I make this so that the underline markings will not be effected and the space available will not change? If so how can I accomplish this? Thank you for your anticipated help and patients for a question like this.

Make a *real* electronic form. Check out *Fill-In Forms*:
