Can't delete some files or folders (Win XP Pro, v 2002)

I occasionally find a file or folder that I can't delete. I get the message "Cannot delete (name of file/folder). It is being used by another person or program." One such folder is named "Special Promotions", and is apparently something planted on my computer by a Naviant registration program. I have emptied the folder of all its contents, and cannot find a reference to it in Task Manager's Applications list, nor can I find it referenced in the registry (where I usually look to find stealth programs). This has happened with some other files/folders, which I of course have failed to write down, preferring to curse and move on to something I know I can do. Any thoughts as to why this happens, and how to get around it? Thanks.

How are you deleting them - exactly?

It can happen (although it shouldn't) in all NT based systems that a file or folder will spit forth this error message if the contents are displayed in the right hand pane of an Explorer window.

It could also be that you are attempting to delete something that a program is currently using, or that the OS itself thinks is necessary. Without knowing more specifics on the what and how, it's hard to diagnose.
