Prevent renaming a sheet (Excel 97/2000)

When a worksheet is protected, the user can still rename the sheet. Is there a way to prevent the user renaming the sheet?
Is there a way to prevent the user from adding new worksheets to the active workbook?
Or should I deactivate the menu-item in the popup menu / Insert menu?

    Select Tools>Protection>Protect Workbook...
Make sure the structure box is selected
