Missing DLL, Can't reinstall

I cannot boot win 98, There is a missing mvscrt.dll. When I go to follow instruction & attempt to re-install Win 98 SE from the OEM disk, I get the message that it cannot install because there is already an operating system on the disk and tells me to use an upgrade disk. I actually have one but it is WIn98, not SE and I get the message there is already a newer version on the disk.
Can you see the problem?
I am sure there are a couple of files I could delete that would allow me to re-install form the OEM disk without loosing all the settings.
Anyone know what they are or even if that is the right path to take?

If it's MSVCRT.DLL (note transposition of letters), it should be in your WindowsSystem folder. If not, you'll need to extract it from the Win98 CD. I'm not sure if you can boot to safe mode or whether you can use system file checker from there. If you can do both of these things, it should be able to restore the file for you from the CD. Otherwise, you'll probably have to extract it from one of the cab files (don't know which).
