    Forms (2000 SR1)

I want to change the existing Contacts form, so I File,New,Choose Form, select "Standard Forms Library", Contacts, then go to Design and make my changes.
When I go to Publish this it does not list the Standard Forms Library. I have saved in several likely looking places, but each time I click on the New Contact icon on Outlook the form is as standard.
Where do I file my edited Contacts.oft so they come up as the default?
