Getting Rid of old Per Seat Licenses

I seem to have a problem with per seat licensing on my Exchange server (posting this there, too). In February, we converted from an NT to a 2000 domain. Our Exchange server runs in per seat license mode. There are 23 licensed users (25 available). But from time to time, a handful (8) users from our old domain resurface within licensing. The last use ranges from 2/28 to 3/15. The old domain has not been used since at least 3/31, yet these users keep showing up in licensing. I revoke the licenses, they come back eventually (might be after a reboot of the DC). I delete the users - not just that one license, they come back eventually. Strangely, only these 8 users come back. Anyone have any ideas why they will not just go away and leave me alone?!?
