IE - Opens in the Wrong Place (IE 5.5)

Recently, Internet Explorer has begun opening up in a minimized version. When I click the square to make it normal-sized, it opens up off to the right and down (so the scrollbars are inaccessible). And it will not be dragged anywhere else. I can drag it when it's in the minimized version -- no problem. I can drag everything else. But I cannot drag IE when it's open to the normal size. Thus, the only way to really be able to use it is to "full-screen" it, and that creates its own set of nuisances. In other words, it's a pain to use it this way. Any ideas?

Some one has maxed it with a higher res screen and then dropped down to a lower res screen.
You can can the size by dragging the corners and the exiting IE which will save that size.

    This should do it.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.
