Meeting Requests saved in wrong calendar (2000)

Inbox Rule is in use to move messages from Outlook Today Inbox to Personal Folders Inbox. When user accepts Meeting Requests, the requests are saved to Personal Folders Calendar vs. Outlook Today Calendar. As a workaround, user can move message from Personal Folders Inbox to Outlook Today Inbox and save the Meeting Request, meeting with be saved in Outlook Today Calendar.

Is there a configuration setting somewhere in Outlook that will use the Outlook Today Calendar as default?

Sounds like the rule is too broad. I'd modify the form to include and exception. Choose the form name exception and pick "Meeting Request." You'll find it in the application forms library.

If there are a lot of rules, you could try one with no conditions, just the exception, with an action to stop processing. Make this the first rule in the list. I suspect this will be too broad a brush too, but it might be worth a try.
