Outlook Hangs when Synchronizing Offline Folders (Outlook 2000 SR-1)

We are having problems when users are synchronizing their offline folders upon exit of Outlook 2000.

Outlook synchronizes all folders fine except when it gets to Outlook Security Settings. Then Outlook hangs and users have to do an End Task to get out. Outlook Security Settings is a form in a Public folder that is used to allow and disallow certain attachments and is a part of the MICROSOFT OUTLOOK 2000 SR-1 and OUTLOOK 98 E-MAIL SECURITY UPDATE.

We've tried unchecking the box that says to synchronize forms. We've followed Microsoft's documentation on how to troubleshoot synchronization problems and nothing has worked. It seems to only hang up when a lot of changes are done while online.

Does anyone have an idea what could be causing this? Or maybe just a suggestion on other things we can try to find out what's causing this?

Outlook 2000 SR-1 9.0.0.4527 Corporate or Workgroup - Security Update
    Exchange Server 5.5
    Windows 2000

    Thanks.

Is the folder this form is published in set to synch/archive? (Either Tools | Options, Mail Services or maybe there is a shadow under Public FoldersFavorites). If so, can you turn that off?

I'm just guessing because we haven't implemented the security form. We're on Ex 5.5 and the administration looked to be a bear unless your on 2000.

There isn't anything to turn synchronization on on this folder, there isn't a synchronization tab in the Properties box. There is nothing in the Favorites folder either.
In the Offline Folder Settings (Tools, Synchronize, Offline Folder Settings) there is an option to Synchronize Forms or not. But even when we have this unchecked, Outlook still hangs on Outlook Security Settings.

The administration of the form isn't bad. Once we set it up about 1 1/2 - 2 years ago, we haven't touched it since.

    Any other ideas?

On the theory that the OST is holding some setting even after you uncheck the form option, I think I'd try renaming the OST file. It will be re-created when Outlook is restarted and maybe the form option will be respected. Another idea is to run the OST checker; this assumes the form is stored in there, which may not be the case...
