Sending a Word form directly through Outlook (Office 2000, MS Exchange Ser

I created a form in Word 2000, protected it, and clicked on the send as e-mail button. When the recipient opened the message, the Word form fields were no longer there. It seems to me that somewhere in my past I remember learning that you can't send forms through Outlook on an Exchange server. Is this true? Is there a way to fix this? Perhaps I am doing something wrong. I know I could send it as an attachment, but I would like a more direct route.
    Thanks for your help.

Since Outlook sends as html files, would Active-X controls, rather than Word form fields, work?
