    Because changing objects == designing them.. Give him read only privileges on the things you do not want him to change.

    By default, the group Users can do everything, and every user always belongs to that group. So you have to restrict that group in addition to the individual userid. You also want to make sure the userid doesn't belong to the Administrators group.
