What is this file? (MSO 2000)

I have had to install/re-install MSO 2000 on several occassions. PArt on the install is the insertion of a shortcurt in startup -- "OSA9.EXE" -b -l"

What is this? I remove it every time, as it seems to cause a lot of crashing on my system.

For Office 2000, starts the Office Shortcut Bar.
By itself, that is not causing a crash.

So if I don't use the Shortcut bar, at the very least, I don't even need this file loaded...?

The Office Agent does more than just start the toolbar. I don't use the toolbar at all, but things like Outlook in my quick launch apparently need the OSA as well. I have never had any problems with it, nor has it caused any crashes on my systems.
