Tasks don't return when restarting Win 2000

Used to be that when I asked Win 2000 to restart, all the tasks on the system bar, usually just Windows Explorer windows would re-open when the system rebooted.

Well, recently, that behavior changed, tasks are not restarted. I don't recall exactly when the change occurred, most likely after installing Office XP SP 2 or an NAV update or upgrading to BUMP (BackUp My PC).

I expect that there is a Windows/Registry setting that controls this aspect of rebooting.

Any ideas how to restore prior behavior?

I've got the same problem. I almost always have an Explorer task running. When I reboot, it doesn't auto restart. I'm not sure when this started happening either but it wasn't too long ago.
