Do you mean anytime, not just when the mouse is over a link or 'mouse-over' part of the page?

When you createa bulletted list one of the options is to have a collapsible outline. Then if you click on the top level bullet the sub level bullets appear. However, your mouse pointer looks like an "I" beam which means that unless you know it is a collapsible outline you will not understand you have to click on the top level bullet.

This article (which I cannot find) told me what to type in the HTML so that when you hovered over the top level bullet your mouse changes from an arrow to a hyperlink hand pointer - this is easily recognisable by people that they should click!

Check out this hidden page on our web site - it will not be there long: http://www.carr-ferrell.com/pubs/html/faq3.html. I'm attaching a zipped MSHTML archive version for posterity.

The "hand" icon is created using a style definition in the page header, and then setting the CLASS attribute of a DIV to that style. It also could be done in a SPAN tag to cover a smaller or more ad hoc area.

Oh, sorry, I didn't finish my thought. You can create a style definition for LI items that incorporates the hand style. Cool thing about this is, in numbered lists, it is the one sure-fire way to specify the font/size of the numbers themselves.
