    Perhaps someone is braver than I am. <img src=/S/duck.gif border=0 alt=duck width=23 height=23>
The question is very broad and asks for a lot more data than can be easily presented via a chat forum.
I'd suggest buying a good book on the topic, or going to a training course.
It also somewhat depends on your current knowledge - for instance do you currently use Word Styles for headings?

I would second Andrew's answer. A forum is a good place to ask a specific question when you're having a problem. However, I assume you need more than:
    1. Go to File/New...
    2. Pick a template.
    3. Click the template radio button.
    4. Click OK.

That's all it takes create a new template. However, you need to know what templates do, whether you have a need,etc.. And when you throw out things like you need to know TOCs, indexes..., your questions are too general. A 50 page response would be insufficient. Woody's book on Office 2000 is good for overall information & Bill Camarda's book on Word 2000 was good. You can check out these books at one of the online bookstores.

And check out the online help for general information about various topics. Just press F1 & type in a topic. If you get stuck on a particular issue, don't hesitate to ask here.
    Cheers,

I asked about Heading Styles because styles are the key to templates.

A simple template is a document that contains

    - Optional title page
    - Optional standard Headers and Footers (with page numbers, dates etc.
    - Standardised styles for Normal and Heading paragraphs
    - Optional styles for other things (e.g. bullets, tables, emphasis ...)
    - Optional TOC
    - Optional Framework' of headings and example content for the particular document
    - Optional References

The headings and content should all have styles because that is what drives things like the TOC.

You can generate this first document from a template, or from scratch.

If your document has at least one used Heading style (and preferably three or four
simply click in the place you want the TOC and click Insert > Reference > Index and Tables > Table of Contents
You should be able to see what it has done. If ever you change your document the TOC will prompt to update when you save /open it. If you want to do it earlier, rightclick on it.

Once you've created your 'sample' ask specific questions at the Lounge where you're not sure of how to proceed for a specific item - but do try a few things first - its the fastest way to learn.

Once you are happy with it as a document, do a saveas and save it as a type called 'template' which has an extension .DOT.

Finally, a word of advice - if you expect others to use your templates then they have to be very professional or your users will rapidly destroy any standardisation you attempt. Start with simple 'clean' templates - avoid complex templates until you are comfortable with 'simple'.
