Valid rule doesn't automatically process new mail (2000)

I have one user with an interesting problem. She has a rule to automatically forward messages from a specific sender to a list of recipients. The rule works properly when we use Run Now, but doesn't automatically process new messages as received. This is in corporate config with an Exchange 2000 server, and it's a server-based rule. It used to work properly on new messages, but doesn't any longer.

Can anyone suggest why a valid rule that used to work on new messages no longer does?

I'd look for changes in the format / presentation of the sender's email address - most such failures are triggered by changes to aspects of the address.
Occasionally I've had to delete and re-add the contact, or the contact's name in the rule for a local implementation (not on a server)

Is there a rule earlier in the rule list that is interfering; e.g., includes the "stop processing rules" action?

Could be that the client rules are interfering with the server rules.
