File sharing no, but ICS yes

I seem to have a problem that is totally opposite of what people normally experience. I have two XP Home PC's on a LAN which connect to the Internet via Satellite. ICS is working fine with both the Host and Client PC being able to go online. However, neither PC can access the other's files, printers, etc. Nothing but errors popup. I can't even view the workgroup computers without getting an error. I have attached one which might display some pertinent information that would help rather than any of the others.

But I can relate what they are. For example, if I right-click on "c on Home Sweet Home (holly)" and choose "Explore", I get this error message:

Hollyc is not accessible. You might not have permission to use this network resource. Contact the Administrator of this network to see if you have access permissions.

Not enough server storage is available to process this command.

The XP firewall is disabled on both PC's. I've run the Network Wizard about 4 times, using different computer names, descriptions, etc. I've tried including different shared folders. I have enabled and started just about every Service I could think of that would affect a network. But I can't think of anything else that might cause this, outside of a bad Cat 5e cable that connects the two PCs together. But ICS is working fine, so that's probably not feasible. So,

I don't know if that stack size article will do it, and I don't have XP Home (I have Pro), but I have to ask the oft-asked question. Do you have the user account names for each machine on the OTHER machine. Two years ago, that's what I had to do in order to share, but I don't "really" know if it's fact or accident. Example: on my WinME machine upstairs I've always logged on as AHOFFMAN at boot time. I had to create a user account on this XP Pro machine, called AHOFFMAN and give it permissions.
