Ctrl+: (that's the colon, so you'll have to hold the shift key as well), then type the letter you want to use the umlaut with.
    Hope this helps.

Re: Umlaut character creation (Word (2000)

The quick answer is Ctrl+Shift+: (colon)

There are already shortcut keys built into Word for several accents:
    Ctrl+`(accent grave, on the tilde key)+a,e,i,o,u, A,E,I,O,U
    Ctrl+'(apostrophe)+a,e,i,o,u,y,A,E,I,O,U,Y
    Ctrl+Shift+^(caret, on the 6 key)+a,e,i,o,u, A,E,I,O,U
    Ctrl+Shift+~(tilde)+a,n,o, A,N,O
    Ctrl+Shift+colon, for umlaut)+a,e,i,o,u,y, A,E,I,O,U,Y
    Ctrl+Shift+@(for angstrom)+a,A
Ctrl+Shift+&+a or A for ae, AE (diphthong?)
Ctrl+Shift+&+o or O for oe, OE
    Ctrl+,(comma),c or C
Ctrl+'(apostrophe)+D for D with a slash through it
Ctrl+/+o or O for empty set
    Alt+Ctrl+Shift+? for upside down ?
    Alt+Ctrl+Shift+! for upside down !
    Ctrl+Shift+&,s for German double
