In Tools/Startup..., you can turn off the four check boxes related to showing full menus, built-in toolbars, context menus etc. If you want the users to have a toolbar, you'll have to create custom toolbars for forms, reports etc., and set the Toolbar property of each form, report etc. to the name of the appropriate custom toolbar. Don't include the Sort Ascending and Sort Descending buttons in your custom toolbars for forms.

Keep the Shift key down while opening the database (until the database window has appeared). This will bypass the startup options you set, so that you can use full menus etc. Note that users with some knowledge of Access can use this trick too. It is possible to disable this use of the Shift key; look up AllowBypassKey in the online help for details.
