Custom Spell Check (2000 and XP)

I want to develop a spell check for a language that is not supported by Microsoft Office. I found couple of spelling engines that I can buy to do the job very easy, however I have heard that it is not permissible to use other spelling engines with Microsoft Products. The only way I can do it is to get CSAPI. I want to know how can I get access to the Common Spell API. I had an old version, but it does not work for office 2000. I went to MSDN, it says that I have to contact Microsoft about this matter. Does anybody have a contact email for Microsoft that I can use to contact them?

Microsoft contact info can be found through TechNet at:
    http://support.microsoft.com/default.aspx?scid=FH; [ LN ] ;INCIDENTSUBMIT&
As the page indicates, there may be a fee incurred. I had to add spaces around the brackets in the URL so remove them if you decided to copy/paste.
