Since the characters you're looking for are always to the far right of the result of the formula, look for the value of Right(AC27,2):

    =IF(right(AC27,2)="

There is no Excel information on up and down arrows, they are just characters. What kind of information are you looking for?

There are several ways to get an up arrow. Select the cell where you want the arrow and change the font to Wingdings. Now you can do one of the following:

1- Make sure that the numeric keypad is in Number Lock mode, then hold down the Alt key and type 0225 and you should have an up arrow. Use 0226 for down arrow, 0223 for left arrow, and 0224 for right arrow.

2- In the cell enter the formula =CHAR(225), then copy the cell and do a Paste Special/Values back into the cell.
