Strange letters in my mail (Windows ME/OE 5.5)

I get stuff like the following in incoming mail - "reference Ė or if you donít, you will". Why do these strange characters show up? In particular, this happens in a beautifully formatted page from Woody's Access Watch.

It has to do with the kind of quotes the author is using. I forget the details, but that is the jist of it.

Yes, Woody's is using something that is sending them. I noticed them in one of his news letters the other day.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.
