Read This it might lead you in the right direction. Or Download Tweek UI Here it allows you to customize the Places Bar.

From your link: >>This article explains how to add user-defined entries to the Places Bar in the Office 2000 Save As and Open dialog boxes

Well, thanks for posting but that's not what I ask for...

I want the Places bar to display in Windows Explorer. Maybe a picture would help. See below.

I'd like to see the places bar display to the left of the folder pane, similar to the way Outlook displays it's Outlook "Shortcuts bar", folder and item panes.

Well Kevin I have found ways of doing all kinds of things with the Places Bar, except what you need. What a bummer. Sorry.

Unless some crafty developer has come up with an extension, I don't think it's a possibility. Although I've not tried it myself, have you checked out PowerDesk?

    Re: Places Bar in WinExplorer

I once investigated the option to change the splashy HTML pages that appear in the right pane in whatever the "non-classic" view is called. It was more work than I wanted to do, so it went no further than trying to understand the template code. Conceivably you could grab control of the whole window, but even if only the right side, a horizontal places row of buttons above the other content might be convenient.
