Formula giving Value# error (Excel xp)

I have a formula that looks in a cell for an up or down arrow. If it finds one then I want to add a % sign to it.

    =IF(FIND("

The cause of #VALUE is that FIND returns #VALUE if the string was not found - see the online help, where this is stated explicitly.
Also, FIND looks for a match of the entire search string, so in your case it looks for a combination of up and down arrow. To search for one of those, you have to use two instances of FIND (unless somebody comes up with a smarter solution):

    =IF(ISERROR(FIND("
