Permission - Public Folder (Outlook 2002)

Created a Public Folder and stored 7 Excel Workbooks in it. I want people to be able to:
Review (Look at) the Excel Worksheets in the public folder
NOT make changes to the worksheets in the public folder
Be able to save the workbook to their Hard drive (So they could make changes (If they wish) but not change original in the public folder).

What type of permssion should I give them??

Give them reviewer rights. They will be able to open the attachments as read only. The application will let them save to their local drive normally. Or they can right click on the attachment and save as.
