I want to only be able to allow one instance of internet explorer to be open at a time....is this possible and if so how do I accomplish this?
I also want to have fullscreen at all times?

If there's a way to limit the instances of IE that are running, I don't know what it is. Typically this sort of functionality is built into the application and cannot be controlled externally.
To run IE in full-screen (kiosk) mode, check out this tip from JSI. You can also press F11 when IE is running to toggle between full-screen and windowed modes.
