Numbers Refusing Text - with sample file (Excel 2000)

Here is a sample file that will illustrate my previous post.

If you sort the column, you will notice they appear to be out of order, but all the cells are formatted as text. If you click on the first code and hit F2 then enter and then...re-sort the column, the first cell will move to the bottom in the correct order.

This isn't a big issue when you have 5 codes. When you have 5,000...it becomes very tedious.

Why aren't the cells converting to text as they say they are?

Here is your sample file, sorted and all.

    I did:

    - select all cells with codes
    - Data, text to columns, fixed width, next, next, then I selected "Text" and finish. Then sort.
