Probably several - IrfanView should be a good start.

    Hi, John ~

IrfanView is free and will be the simplest & quickest method for you. For immediate download of the latest version now, click here.

Once installed:<UL><LI>Open any GIF with IrfanView > 'File' > 'Save as'<LI>Enter a file name<LI>Select 'ICO - Windows Icon' from the 'Save as type:' drop-down box<LI>'Save' button[/list]IrfanView is also a dandy screen capture and resizing utility. Here is a tutorial for resizing/resampling of images.
