Post Form in Public Forms Replies to Outbox?? (2000/SR-1)

I'm totally new to developing forms in Outlook and am having trouble creating a post form for a Public Folder. The form itself works and posts in the correct Public Folder, but when the user selects "Reply to Folder", the PostTo field (grayed out) reads "Outbox" instead of the name of the public folder. When the form is sent, it seems to disappear totally--it doesn't appear in the Outbox, my Sent Items or the Public Folder.

Any thoughts on what I'm doing wrong?

I guess this is a bug in Office 2000, SR-1 based on the KB article here.
