Resource setup in Calendar (Outlook 2002)

We are trying to use the Outlook Calendar Resource scheduling function.

The Resource Setup instructions are not clear. I understand that we need Exchange (which we have) and that we need to set up "object" mailboxes under a given user's mailbox. But we have looked in vain for a way to do this in Exchange. Is the resource mailbox setup somehow done in Outlook?

Yep, these are just regular accounts on Exchange. You need to log in as the resource in order to set it up. Go to Tools | Options | Calendar Options button | Resource Scheduling Button. Put checks in the boxes to define the behavior you want. Click the Permissions button then the Permission tab. Set Default to Author (if you want everyone to have access).

You users need to be trained to schedule these accounts as "resources" not as required. That can take a while to soak in, but if they don't do this the account won't handle the request properly. I ended up making a reply template and a rule to reply to form meeting request because some of our folks just couldn't get it...
